Citizens of most countries must obtain a visa in order to enter Tajikistan. Tajikistan visas cannot be obtained at land borders, so if you are arriving overland you must obtain your visa in advance from an embassy. Visitors from other CIS countries are now also required to obtain a visa before travel to Tajikistan. However, citizens of the CIS Customs Union member states do not need a visa.
